Neil Amas

Neil has been involved in humanitarian and refugee work in the UK and overseas for 18 years, most recently for Praxis where he first established a programme of health and social care for asylum seekers and refugees in London and later led its policy and research work.

During the 1990s, he worked for humanitarian NGOs in South East Asian refugee camps and for a Vietnamese migration programme based in Bangkok. An experienced manager, he has an MSc in Development Studies from the School of Oriental and African Studies and has also worked in the media, including as producer of a radio news bulletin.

Senior Research and Information Officer

Julie Gibbs

Julie joined ICAR in November 2008 and has since worked on a wide range of projects including the financial inclusion of new migrants in Northern Ireland and the Cost of Quality in asylum legal aid, published as 'Justice at Risk'. Julie also writes Briefings for the ICAR web site and manages the ICAR seminar series. Julie manages the day to day running of the ICAR team and web site and monitors funding opportunities for the centre.

Julie has a BSc in Sociology and an MSC in Social Research from the University of Surrey. Prior to joining ICAR Julie worked on an ESRC funded project at the University of Surrey.

Research and Information Officer

Jacob Lagnado

Jacob joined ICAR in August 2007. He previously worked as a professional translator and interpreter for legal firms specializing in asylum cases, local government and the trade union movement, among others. In 2003 he completed an MSc with the Open University in Social Science Research Methods, with his dissertation consisting of a case study in migration and economic restructuring in London in the 1990s. Prior to that he taught on the Translation Programme at the University of Antioquia in Colombia.

Jacob is involved in keeping ICAR’s information base regularly updated. This includes writing the weekly Asylum Update, administering the seminar series, responding to enquiries and preparing new materials for online publication, as well as providing research support.

Research and Information Officer

Gabriela Quevedo

Gabriela joined ICAR in December 2008. She is a sociologist and holds an MA in Human Rights from the Institute of Commonwealth Studies – University of London. She worked for a number of years in Venezuela as a Research Officer at the Centre for Social Sciences (CISOR), and has fieldwork experience in qualitative and quantitative research methods, particularly in design, analysis and implementation of in-depth interviews, group discussions, participant observation and documentary research. She has volunteered in various NGOs both in Venezuela and the UK and has advocacy experience in education rights.

At ICAR Gabriela writes information briefings and updates for the ICAR website, answers public enquiries, and provides research support for ICAR projects, in particular the Financial Inclusion project.
